More likely it is wheel (tire quality, tube, rim runout, bearings, imbalance) or suspension or loose steering head. If there is a wear at the bearings, there is a noticeable threshold at the mid postition when you turn steering from side to side when suspension on load.

Ihave a 2001 f650gs dakar with 75000 miles on it. Apart from routine maintenance items (chain, oil, suspension seals), the only issue I had with it was the starter sprag clutch grenaded, so I had to change that and fish all of the metal shavings out of the oil. I never had surging issues and just use copper plugs. Forthe benefit of other owners I'll share my experience. My 2003 F650GS (non Dakar) has now done 116 000km. OEM Fuel filter has never been changed, a BMW technician advised me to rinse the filter regulary, draining fuel used to rinse reverse of fuel flow. Oddometer 2,357. Location: Vero Beach, Florida. I have owned both a 2001 F650GS Dakar and now a 09 F800GS. They are night and day different. Depends on your use and intended riding. The F800GS is an upgrade in every way. Better on road, better on dirt, better touring.
Around2005, the Single-Spark motors were replaced with the Dual-Spark in both the Standards and the Dakar. BMW put the Rotax engine in entirely new chassis for the short lived G650X-Challenge and X-Country models. In 2008, BMW moved the model F650GS to the TWIN motor and the thumpers became the G650GS.
