I don't think the perk points are correlated to the level of the individual skills, I believe they are tied to your overall level. IIRC you can hover over the skill and it will say "One strength point every 2 levels" which means a point in Strength for every 2 levels in your overall leveling (sounds weird hope it's understandable) #2.
